Cash assistance need and payment standards and grant maximum.

(1) Need standards for cash assistance programs represent the amount of income required by individuals and families to maintain a minimum and adequate standard of living. Need standards are based on assistance unit size and include basic requirements for food, clothing, shelter, energy costs, transportation, household maintenance and operations, personal maintenance, and necessary incidentals.
(2) Payment standards for assistance units in medical institutions and other facilities are based on the need for clothing, personal maintenance, and necessary incidentals (see WAC 388-478-0006).
(3) Need and payment standards for persons and families who do not reside in medical institutions and other facilities are based on program grant standards.

The clothing, personal maintenance, and necessary incidentals (CPI) payment standard for cash assistance.

Payment standards for assistance units (AU) in certain facilities and medical institutions are based on the need for clothing, personal maintenance, and necessary incidentals (CPI).
(1) The CPI payment standard for recipients of cash assistance is:
(a) $41.62 for eligible persons in medical institutions as defined in WAC 182-500-0050; or
(b) $38.84 for eligible persons in one of the following facilities as defined in WAC 182-513-1100:
(i) Adult residential care (ARC) facility;
(ii) Adult residential rehabilitation centers (ARRC);
(iii) Adult residential treatment facility (ARTF);
(iv) Enhanced adult residential care facility (EARC); or
(v) Developmental disability administration (DDA) group home facilities.
(2) The CPI payment standard for recipients of ABD cash assistance who reside in a public institution as defined in WAC 182-500-0050, is $41.62.
(3) When a person's living situation is other than what is listed in subsections (1) or (2) of this section, refer to the following:
(a) WAC 388-478-0020 for temporary assistance for needy families (TANF), state family assistance (SFA), and refugee cash assistance (RCA);
(b) WAC 388-478-0027 for pregnant women assistance (PWA); or
(c) WAC 388-478-0033 for aged, blind, or disabled (ABD).

Payment standards for ongoing additional requirements.

An "ongoing additional requirement" is a continuing need that you have for which you require additional financial benefits in order to continue living independently. The "payment standard" for ongoing additional requirement benefits is the amount of money needed to pay for these items or services. We use the following payment standards for ongoing additional requirements approved under WAC 388-473-0020 through 388-473-0060:
(1) Restaurant meals: $187.09 per month (or $6.04 per day with the payment rounded down to the nearest dollar amount);
(2) Laundry: $11.13 per month;
(3) Service animal food: $33.66 per month;
(4) Home delivered meals: The amount charged by the agency providing the meals;
(5) Telephone: The local telephone flat rate for the area; or the Washington telephone assistance program (WTAP) rate, whichever is less.

How much do I get from my state supplemental payments (SSP)?

(1) The SSP is a payment from the state to certain SSI eligible people as described in WAC 388-474-0012.
(2) If you converted to the federal SSI program from state assistance in January 1974 because you were aged, blind, or disabled, and have remained continuously eligible for SSI since January 1974, the department calls you a grandfathered client. Social Security calls you a minimum income level (MIL) client.
A change in living situation, cost-of-living adjustment (COLA), or federal benefit rate (FBR) can affect a grandfathered MIL client. A grandfathered MIL client gets a federal SSI payment and a SSP payment, which totals the higher of one of the following:
(a) The state assistance standard set in December 1973, unless you lived in a medical institution at the time of conversion, plus the federal COLA since then; or
(b) The current payment standard.
(3) The monthly SSP rate standards for eligible persons under WAC 388-474-0012 and individuals residing in an institution are:

(4) We may adjust the SSP rate standards at the end of the calendar year to comply with WAC 388-478-0057.
(5) The medical institution SSP rate is based on increasing the federal SSI personal needs allowance (PNA) up to the current Washington state institutional PNA standard described in WAC 182-513-1105. The state rate may be adjusted by the percentage of the cost-of-living adjustment (COLA) for old-age, survivors and disability social security recipients as published by the federal social security administration. This adjustment is subject to state legislative funding. The current PNA rule used in institutional apple health is located at https://www.hca.wa.gov/health-care-services-supports/program-standard-income-and-resources.

Adjustments to the SSI state supplement payments (SSP).

For the purposes of this rule, "we" refers to the department of social and health services. We are required by federal law to maintain the total SSI state supplement payments (SSP) at the same level each year, without an increase or decrease in total spending. We may adjust your SSI state supplement payment amount as necessary to comply with federal law.
(1) When there are unexpended funds, you will receive a one-time additional payment, usually at the end of the calendar year.
(2) When there is a shortage in available funds, we will decrease your SSP benefits to maintain the total SSP payment spending at the same level each year.

What are the income limits and maximum benefit amounts for basic food?

(1) If your assistance unit (AU) meets all other eligibility requirements for basic food, your AU must have income at or below the limits in columns B and C of this subsection to get basic food, unless you meet one of the exceptions listed below in subsection (2) of this section.

(2) Exceptions:
(a) If your AU is categorically eligible as under WAC 388-414-0001, your AU does not have to meet the gross or net income standards in columns B and C of subsection (1) of this section. We budget your AU's income to decide the amount of basic food your AU will receive.
(b) If your AU includes a member who is 60 years of age or older or has a disability, your AU's income must be at or below the limit in column C of subsection (1) of this section.
(c) If you are 60 years of age or older and cannot buy and cook your own meals because of a permanent disability, we will use column E of subsection (1) of this section to decide if you can be a separate AU.
(d) If your AU has zero income, your benefits are the maximum allotment in column D of subsection (1) of this section, based on the number of eligible members in your AU.
