Professionally qualified persons employed by the department or under contract to provide evaluative services must have a license, in good standing, in the state of Washington as a psychologist or psychiatrist and:
(1) Have demonstrated expertise in conducting evaluations of individuals charged or convicted for sexual and nonsexual crimes, including diagnosis and risk assessments;
(2) Have demonstrated expertise in providing expert testimony in legal proceedings involving individuals charged or convicted for sexual and nonsexual crimes; and
(3) Provide documentation of such qualification to the department initially and annually.
