Parties must serve all orders, notices, and other documents by:

(1) Personal service; or

(2) First class, registered, or certified mail; or

(3) Telefacsimile (fax) to the commission's legal division, and same-day mailing of a copy of the faxed document; or

(4) Commercial parcel delivery service.
