Purpose.
This chapter is promulgated under chapter
70A.305 RCW, the Model Toxics Control Act. It establishes administrative processes and standards to identify, investigate, and clean up sites where hazardous substances have come to be located. It defines the role of ecology and encourages public and tribal involvement in decision making at these sites.
The goal of this chapter is to implement chapter
70A.305 RCW, the Model Toxics Control Act. This chapter provides a workable process to accomplish effective and expeditious cleanups in a manner that protects human health and the environment, including vulnerable populations and overburdened communities. This chapter is primarily intended to address releases of hazardous substances caused by past activities although its provisions may be applied to potential and ongoing releases of hazardous substances from current activities.
