Staging piles.

The requirements for staging piles in 40 C.F.R. Part 264.554 are incorporated by reference. The word "director" in 40 C.F.R. means "department." Section 264.554 (c)(2) is modified by changing "qualified professional engineer" to "independent qualified registered professional engineer."
