1. Discussion of key questions regarding development of vision and values and purpose and need statements.
2. Community engagement approach including the key parties and the principles of engagement for:
   1. Purpose and need statement.
   2. Vision and values statement.
3. Review of previous finance plan and preliminary discussion of approach to finance plan.
4. Public comment. (Remote testimony available.)

Meeting is scheduled to end at 4:00 p.m. Testifiers must sign in 24 hours in advance of the start of the meeting at https://app.leg.wa.gov/CSIRemote/Joint Testifiers will have two minutes. Testimony will be taken for maximum of 30 minutes.
