(1) Protests or objections to granting a permit or petition for change must be submitted within the prescribed thirty day period and must include a statement of the basis for said objections.

(2) All protests or objections will be thoroughly investigated by the department of ecology which may hold a meeting among the parties for fact-finding purposes.
