Conversion of proceedings.

The commission may convert a proceeding to a different type of proceeding on the commission's own initiative or upon application by any party or person directly affected. Any such conversion or commission refusal to convert a proceeding will comply with the requirements in RCW 34.05.070 and be consistent with the public interest.
