(1) Parking permits that are required to be displayed shall be prominently displayed so that they are fully visible from the exterior of the vehicle.

(2) Instructions on how to properly display permits will be provided by transportation services and permit-issuance machines and permit systems at the time of sale and/or on the transportation services' website.
