Construction and operation subject to certification conditions.
The state of Washington authorizes a certificate holder to construct and operate an energy facility as defined in RCW
80.50.060 and
80.50.020 at the approved site subject to the terms and conditions of the site certification agreement approved by the governor and applicable laws and rules.
