At the time of enrollment, a prospective beneficiary must meet the definition of developmental disability in RCW 71A.10.020(5), as determined by a representative of the developmental disabilities administration of the department of social and health services. The primary donor must make arrangements for notification of this determination to be sent to the trust manager.
