(1) It is unlawful for any person, firm, partnership, corporation, or other entity to advertise, offer to do work, submit a bid, engage in, conduct, or carry on the business of installing, repairing or maintaining conveyances without having a current and valid elevator contractor or mechanic license, issued by the department in accordance with this chapter.

(2) Any person, firm, or company wishing to engage in the business of conveyance work regulated under chapter 70.87 RCW and this chapter shall be a licensed elevator contractor.

(3) Any person wishing to perform conveyance work regulated under chapter 70.87 RCW and this chapter shall be a licensed elevator mechanic employed by a licensed elevator contractor except as allowed in RCW 70.87.270 and WAC 296-96-00902.
