Storage in route.

Explosives waiting for delivery or further transit at a railway facility, truck terminal, pier, wharf, harbor facility, or airport terminal must be:

(1) Stored in a safe place;

(2) Isolated as much as practical;

(3) In a manner that allows quick and easy removal.
