Whenever blasting is being conducted in the vicinity of gas, electric, water, fire alarm, telephone, telegraph, and steam utilities, the blaster in charge must notify appropriate utility representatives:

(1) At least twenty-four hours in advance of blasting.

(2) Of the specific location and intended time of blasting.

(3) To confirm the verbal notice with a written notice.
