Upon notice from the department or any law enforcement agency having jurisdiction, an unlicensed person manufacturing, offering for sale, selling, possessing, purchasing, using, storing, or transporting any explosives, improvised device, or components of explosives or improvised devices must immediately surrender those explosive materials to the department or the law enforcement agency having jurisdiction.
