Experience rating plan—Eligibility and experience period.
(1) Eligibility. Effective January 1, 1991, and thereafter each employer who has reported experience during the "experience period" shall have his/her base rates multiplied by an "experience factor" calculated in accordance with the rules of this manual. The development of the "experience factor" as set forth in WAC 296-17-855 shall include losses and exposure reported in all risk classifications.
(2) Experience period. The "experience period" shall be the oldest three of the four fiscal years preceding the effective date of premium rates as set forth in WAC 296-17-895.
