Chapter 197-10 WAC, the original SEPA guidelines, has not been repealed because the existing guidelines of many agencies adopt portions of chapter 197-10 WAC by reference. Chapter 197-10 WAC also continues to apply for the next one hundred eighty days if an agency has not adopted procedures implementing SEPA (WAC 197-10-900(2) and 197-11-904). The department of ecology intends to repeal chapter 197-10 WAC one hundred eighty days after the effective date of chapter 197-11 WAC.
