Wastewater/stormwater discharge permit applications.

The application for site certification shall include:

(1) Either:

(a) A completed National Pollutant Discharge Elimination System (NPDES) permit application, for any proposed discharge to surface waters of the state of Washington, pursuant to the requirements of WAC 463-76-031; or

(b) For any proposed discharge to publicly owned treatment works (POTW) and/or groundwater of the state of Washington, a state waste discharge application; and

(2) A notice of intent to be covered under any applicable statewide general permit for stormwater discharge.
