Does DVR require that I pay for part of my VR services using my own financial resources?

When the conditions outlined in WAC 388-891A-1130 do not apply to you and the information you provide for the financial statement shows that financial resources are available, DVR requires you to pay a portion of the cost of your VR services other than those outlined in WAC 388-891A-1145.
