Announcing the Draft Wastewater Operator Certification Program
Fee Schedule for Review and Comment
The Washington state department of ecology (ecology) certifies wastewater treatment plant (WWTP) operators to ensure they are qualified to properly operate and maintain WWTPs.
By law, fees paid by operators to ecology must fund the wastewater operator certification (OpCert) program. These fees are subject to change, dependent upon a budget and workload analysis completed by ecology every biennium. Ecology proposes to maintain OpCert fees at their current level for fiscal year 2026-2027. This is based on the budget and workload analysis, which considered the estimated administrative costs and the projected account balance of the OpCert program.
The 2026-2027 draft fee schedule for WWTP OpCerts is being published for a 45-day public comment period as required by WAC 173-230-240.

Public notice process and comments: Ecology is accepting public comments on the draft fee schedule from 12:00 a.m. on March 26, 2025, through 11:59 p.m. on May 10, 2025. Ecology prefers to receive comments through the online comment form. Written comments sent by email or mail will also be accepted.

After ecology considers all public comments received by the deadline, we will make a final decision and expect to publish the fee schedule prior to June 30, 2025.
