May a former employee of board or former member of attorney general's staff appear before the board and under what circumstances?

No former employee of the board or member of the attorney general's staff may appear in a representative capacity on behalf of other parties in a formal proceeding wherein he/she previously took an active part as a representative of the board unless the board grants permission in writing.
