Composition of committee.
The state treasurer, the lieutenant governor, and the governor, ex officio, shall constitute the state finance committee.

Records—Administrative and clerical assistance.
The state finance committee shall keep a full and complete public record of its proceedings in appropriate books of record.
The state treasurer shall provide administrative and clerical assistance for the state finance committee.

Rules and regulations—Chair.
The state finance committee may make appropriate rules and regulations for the performance of its duties. The state treasurer shall act as chair of the committee.
Summary of debt management activities and debt issuances.
The state finance committee must publish a summary of debt management activities at least annually and must also publish the results of each debt issuance in a timely manner upon conclusion of each debt issuance. The state finance committee, in its discretion, may publish these materials exclusively by electronic means on the office of the state treasurer's website if it is determined that public access to these materials is not substantially diminished.
