Purpose.

Provisions of this chapter serve to implement and govern the finance-related administration of laws of limited duration, laws with phase-in/phase-out procedures, and/or laws requiring special one-time processes or procedures for which the superintendent of public instruction has broad rule-making authority pursuant to RCW 28A.300.040(3), as now or hereafter amended, or specific rule-making authority authorized by the legislature, as the case may be.
